Targeted cargo gain?

Hi, I'm 17, 5"9 and 112lbs. Since a week ago, I've been doing cardio 15 minutes day after day, followed by 20 minutes strength training 4 times a week.
I don't want to lose too much weight around my chest nouns or hips, because I'm only a 36A, however I'm trying to trim down my thighs and belly.
Is within anything I can do about this? I don't put away red meat or chicken, by the way.Targeted cargo gain?
